This is called Uzbek pilav oficcially world-wide . UNESCO named it as UZBEK PILAV. But Uzbeks,Uygurs,Turkmens,Tajiks,Afgans do same pilav. It was invented by Temurlan’s cookers. It was the main meal of his army.
Usually after pour the water I boiled about 40-60 minutes. You may cook it with Chechen, too. Good luck! P.S.: Sorry for late answer 🙁
